Kenneth "Hot Hands" Harding was a General of the United States Army who perished an undefined time ago. He got the nickname "Hot Hands" after he suffered burn injuries on his hands when he saved his fellow men.
In the episode "You Only Love Twice", he appears as a three-dimensional hologram created by Doc Terror in order to access the Pentagon's stored data about Charles "Chuck" Bates as part of his plan of capturing Crystal Kane.
