The North American Rehabilitation Facility is an institution rather than a prison. Rather than relying on confinement and torture methods against criminals and violent people, they treat them with socialization therapies consisting on interacting with a pet of their choice.
In "The Better Half: PART II", Doc Terror and Hacker are sent to this facility until they regret of their crimes and reform themselves. Later in the episode, Doc Terror strikes a deal with the staff: His freedom in exchange of helping Ace McCloud on defeating Uniborg.
